TOKYO -- U.S. President Joe Biden and Russian President Vladimir Putin have basically agreed to extend the New Strategic Arms Reduction Treaty, or New START, by five years, rescuing the last remaining nuclear arms control treaty from expiration.
The demise of the treaty, which sets a limit of 1,550 deployed strategic, or long-range, nuclear warheads, could have triggered a renewed arms race.
