TOKYO -- North Korea has been steadily notching new annual records with its recent spate of missile tests -- 22 so far this year.

Pyongyang has innovated on its military technology, seemingly secure in the understanding that there is neither any prospect of direct dialogue with U.S. President Joe Biden nor any threat of Washington resorting to force.
