An Indian Ocean version of APEC takes shape

With 21 members and seven dialogue partners, the Indian Ocean Rim Association is aiming to deepen economic links through expanded trade.

PADANG, Indonesia On almost every street corner in the West Sumatra city of Padang, one sees signs telling people which way to go if a tsunami is about to hit. They evoke memories of the huge waves that devastated coastlines around the Indian Ocean in 2004, although Padang was largely spared.

     The tsunami's broad sweep underscored how the islands and coastal cities of the Indian Ocean are connected.
