No company is eager to pay tax. But Asian countries have a growing need to build infrastructure, expand social services and address budget imbalances. Governments are therefore keen to increase their tax revenues. Part of this effort involves widening nets under which the wealthy few bear more of the burden. Other initiatives entail improving spotty collection systems and implementing new taxes. Foreign companies are concerned that they are seen as easy and juicy targets, while officials worry about scaring off prospective investors.
